I just got a phone call from the town's police warning that people have been stealing manhole covers and storm grates. They ask that if we see anyone working on the road that is not in a vehicle with the town seal, we should call 911.

Aside from the cost to the town for replacing them, I'm worried about the damage that might occur to anyone that unexpectedly encounters an open manhole or storm grate.

Awesome. I drive through your town twice a day 5 days a week. Really really don't want to find out how much of my wheel fits in an open manhole or drain.
